Administration sets the overall strategic direction of the Ministry as well as provides administrative support for the efficient operation of the Ministry and its Institutes. Support services offered by Administration includes human resource management and planning, budget formulation and management, building maintenance, registry and IT and other services.



Core Duties and Authorities:

  • To handle diverse labour related issues which involve health and safety issues related to the workplace.
  • To enforce the provisions of the Employment and Industrial Relations Code Act 2015 and Occupational Health and Safety Act 2015
  • The creation of employment opportunities in Kiribati and outside of Kiribati
  • To ensure a steady flow of skilled and semi-skilled workers in different trades for industries in Kiribati and in countries that are participating in on-going overseas employment schemes such as Australia, New Zealand, Japan, Germany, Korea, and others.
  • To provide support to I-Kiribati overseas workers
  • To provide management support to the national Tertiary Institutes namely, Kiribati Institute of Technology and Marine Training Centre
  • To ensure the quality of trainings offered by KIT and MTC are up to par and recognized not just in Kiribati but in the region and beyond
  • To provide support to registered private recruiting agencies for seafarers and fishers

  • To provide support to Government’s Ministries in their recruitment process for their vacant positions.
  • To provide career guidance and counseling to job seekers.
  • To promote workers from Kiribati.
  • To strengthen the partnership with social partners, Employers’ Organizations and Unions.
  • To draft policies on labour related matters, and other matters that are of great importance to the Ministry and its Divisions.
  • To draft Cabinet papers on all kinds of issues and matters related to the Ministry for Cabinet information and for Cabinet’s approval.
  • To determine principles and procedures related to all labour related issues.
  • To monitor, evaluate, examine, inspect and audit the performance of all the above-mentioned duties.

    Reference to the above structure, the Honourable Minister is the Chief Executive and the Political Head of the Ministry of Employment and Human Resource.

    The Secretary is the Senior Responsible Officer charged with the entire management and operations of the Ministry of Employment and Human Resources on a day to day basis and supported by Head of Divisions, namely, Administration Support Services, which include the Administration, Accounts and Information System Technology falls under the Deputy Secretary, Labour Division headed by the Director of Labour, and Kiribati Institute of Technology is looked after by the Director and Marine Training Centre under the Captain Superintendent.

    Kiribati is a young, vibrant growing population that the Government is focusing to invest in tertiary education and training through capacity building training initiatives offered by KIT and MTC with assurance of secured employment to outputs. This is in line with government’s aspirations reflected in the KV20 and KDP 2016-2019 for Human Capital development through inclusive formal education that creates wider skills development to support overseas and domestic employment. It is also aligning to the long-term plan for the establishment of new vocational technical training centers on the outer Islands, as well as the enhancement of closer collaboration between industry and vocational training institutes.

    In the pursuit of this mission, the Ministry is focusing on combining its resources to work as a team to seek out and ensure available employment opportunities within Kiribati and abroad are supplied with skilled I-Kiribati workers that meet the needs of employers.
    This will be supported through the provision of quality, industry driven and inclusive technical and vocational education training (TVET)programs that up-skill our I-Kiribati at national and international level. With the assistance of our partners, MEHR support systems and processes for recruitment, job matching, worker mobilization and welfare will be continuously improved to meet world best practice standards.
